It is a 5x5 mixed MLB competition with a fresh in-person auction draft each year. The March 24th in-person auction is a key part of this league.  There are tons of leagues to join with online drafts where you never get to look anyone in the eye.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-style: italic;"&gt;To how many teams is DCROTO looking to expand?&lt;/span&gt;&lt;br /&gt;We'd like to play with a 16 team league again and are seeking to fill spots.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-style: italic;"&gt;Are any of the rules up for discussion?  &lt;/span&gt;&lt;br /&gt;Kind of. TEAMS AND ROSTERS&lt;br /&gt;&lt;br /&gt;1.1. There will be 16  teams in DCROTO 2010, consisting of a mix of American and National league players. Each team will consist of 27 players (22 starters and 5 bench).&lt;br /&gt;&lt;br /&gt;1.2. A team's roster consists of the following players:&lt;br /&gt;&lt;br /&gt;   * 5 outfielders&lt;br /&gt;   * 1 catcher&lt;br /&gt;   * 1 second baseman&lt;br /&gt;   * 1 shortstop&lt;br /&gt;   * 1 second baseman or shortstop&lt;br /&gt;   * 1 first baseman&lt;br /&gt;   * 1 third baseman&lt;br /&gt;   * 1 first or third baseman&lt;br /&gt;   * 1 utility player (non-pitcher who can be any offensive player)&lt;br /&gt;   * 9 pitchers (any combination of starters and relievers)&lt;br /&gt;   * 5 bench players at any position&lt;br /&gt;&lt;br /&gt;1.3. There is a minimum innings requirement for all staffs of 900 innings. Anyone who does not achieve 900 innings will be placed last in the categories of ERA and WHIP. Maximum innings pitched is 1525.&lt;br /&gt;&lt;br /&gt;II. AUCTION&lt;br /&gt;&lt;br /&gt;2.1. Each team must acquire exactly 22 players at a total cost not to exceed $260, fulfilling every roster slot and reserving no players for the bench. A team must spend all auction dollars. $100 is the free agent acquisition budget (FAAB) for the remainder of the season, beginning as soon as the draft ends.  Thereafter, CBS Sports/CBS Sportsline (CBS, http://dcroto.baseball.cbssports.com) will be the statistical service and will constitute the official statistics and record-keeper for DCROTO's 2010 season.&lt;br /&gt;&lt;br /&gt;2.2. Teams will nominate players for acquisition in random order.&lt;br /&gt;&lt;br /&gt;2.3.   Any players who are available on CBS at the time of draft are eligible for the major league auction.&lt;br /&gt;&lt;br /&gt;2.31. If and only if CBS eligibility is in dispute,&lt;br /&gt;&lt;br /&gt;* Any players on a major league 40-man roster and are still with the major league club at the time of the auction&lt;br /&gt;* Any players who are not on a major league 40-man roster but are projected to start the season on the major league squad and can be confirmed by at least half of the owners present.&lt;br /&gt;&lt;br /&gt;2.4. If an ineligible player is selected in the auction and his ineligible status on CBS is not declared at the time of the auction, league executives have from the end of the auction until twenty-four hours before the start of the first game of opening day to uncover this error. If the error is uncovered, the team who selected the illegal player must pick a replacement player from the free agent pool. This replacement will count as a free agent in all aspects, including salary and counting towards the $100 in-season FAAB. The ineligible player will then be released outright and cannot be resigned until such time he is legally eligible.&lt;br /&gt;&lt;br /&gt;2.5. The team bidding first opens with a salary bid of at least $1 for any eligible player and the bidding proceeds at minimum increments of $1 until only one bidder is left. That team acquires the nominated player for the final bid amount. The process is repeated, with successive owners nominating players to be bid on, until every team has acquired a squad of 22 players by requisite position.&lt;br /&gt;&lt;br /&gt;2.6. No team may make a bid for a player it cannot afford. For example, a team with $3 left and two openings on its roster is limited to a maximum bid of $2 for one player. (Leaving $1 for the other unfilled roster spot.)&lt;br /&gt;&lt;br /&gt;2.7. No team may bid for a player who qualifies only at a position that the team has already filled and that team has already fulfilled its utility position.&lt;br /&gt;&lt;br /&gt;2.8. After an owner acquires a player, he immediately chooses the position that player will fill. Players eligible at more than one position may be shifted during the course of the auction.&lt;br /&gt;&lt;br /&gt;2.9. Following the major league auction, a five-round reserve league snake draft will take place to pick the five bench players for each team. This will be chosen at random the evening before the auction. These acquisitions will not count toward auction budget or FAAB.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;III. POSITION ELIGIBILITY&lt;br /&gt;&lt;br /&gt;3.1. Position eligibility will be determined by CBS. CBS default is 20 games in the previous year at a position, or 5 games in the current season.&lt;br /&gt;&lt;br /&gt;IV. FEES&lt;br /&gt;&lt;br /&gt;4.1. BASIC: The membership fee is $260&lt;br /&gt;&lt;br /&gt;4.2. A $60 deposit via Paypal is required to reserve your spot in the league, which must be received by the commissioner by 3/11/11. The balance must be paid in cash on DRAFT DAY! Unless arrangements have been made, commissioner has right to refuse draft entry or freeze rosters until fees are up to date.&lt;br /&gt;&lt;br /&gt;4.3. All transactions made throughout the season are FREE in terms of real dollars. The price of a player called up from either the waiver or the free agent pool during the season is determined by highest FAAB dollar bid. The FAAB priority order will break ties, even in cases of acquisitions of free agents - this is determined by reversing the standings as they were on the date of the last "scoring" period, in our case, Sundays . See CBS for more detail.&lt;br /&gt;&lt;br /&gt;V. PRIZES&lt;br /&gt;&lt;br /&gt;5.1. All fees shall be paid promptly, collected, and wisely invested by the commissioner, who is empowered to subject owners to public humiliation and to assess fines as needed to insure payments are made to the League in a timely fashion.&lt;br /&gt;&lt;br /&gt;5.2. The money shall be divided among the teams in the final standings as follows, after 200 in CBS and Paypal fees are deducted:&lt;br /&gt;&lt;br /&gt;   * 2100 for 1st&lt;br /&gt;   * 1000 for 2nd&lt;br /&gt;   * 600 for 3rd&lt;br /&gt;&lt;br /&gt;   * 260 for best score after All-Star Break, or the "second half" (1st-3rd prizewinners are not eligible) This will be determined using the CBS site to display 2nd half raw team total stats, and then manually calculating roto points for those results in the same method as described in 6.2&lt;br /&gt;&lt;br /&gt;5.3 Any ties in CBS' official final standings or 2nd half calculations will cause those deadlocked to split evenly the prize in question.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;VI. STANDINGS&lt;br /&gt;&lt;br /&gt;6.1. The following criteria are used to determine team performance:&lt;br /&gt;&lt;br /&gt;   * Composite Batting Average&lt;br /&gt;   * Total Runs Scored&lt;br /&gt;   * Total Home Runs&lt;br /&gt;   * Total Runs Batted In&lt;br /&gt;   * Total Stolen Bases&lt;br /&gt;   * Total Wins&lt;br /&gt;   * Total Saves&lt;br /&gt;   * Total Strikeouts&lt;br /&gt;   * Composite Earned Run Average&lt;br /&gt;   * Composite WHIP&lt;br /&gt;&lt;br /&gt;6.2. Teams are ranked from first to last in each of the ten categories, and given points for each place. The first-place team in a category receives sixteen points, the second-place team fifteen, and so on down to one point for last place. The team with the most total points across all categories wins the title.&lt;br /&gt;&lt;br /&gt;6.3. In case of ties in an individual category, the tied teams are assigned points by totaling points for the rankings at issue and dividing by the total number of teams tied.  In case of ties in ratio categories, the decision of CBS Sports/CBS Sportsline (CBS) will be final, in terms of how many decimal places are used.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;VII. STATS&lt;br /&gt;&lt;br /&gt;7.1. CBS will be the recommended statistical service chosen and will constitute the official statistics for our league.  In nearly all cases, CBS's decisions on statistics are final.&lt;br /&gt;&lt;br /&gt;7.2  Any extenuating problems with statistics/player moves etc. must be reported to the commissioner within 7 days and fall under his discretion.&lt;br /&gt;&lt;br /&gt;7.3. The effective date of any transaction for purposes of statistical calculation will be decided by CBS.&lt;br /&gt;&lt;br /&gt;7.4. Performance statistics of a player shall be assigned to a DCROTO team only when he is on the active roster of that team.&lt;br /&gt;&lt;br /&gt;7.5. Standings and Transactions will be tabulated daily online and available on the Internet via CBS.&lt;br /&gt;&lt;br /&gt;7.6. All regular season statistics from Major League Baseball, including any extra games necessary to determine playoff teams, will be included. Statistics from Major League Baseball's playoffs are not included.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;VIII. TRADES&lt;br /&gt;&lt;br /&gt;8.1. From the completion of the major league auction until the first day of the major league season, rotisserie league teams are free to make trades of any kind without limit and without position requirements.  Trades will go into effect the day after they are accepted and the Commissioner receives notice.&lt;br /&gt;&lt;br /&gt;8.2. Teams are free to make trades of any kind without limit, up until August 1. With 16 teams playing, during August, no team at or below eleventh place in the standings as of the most recently completed scoring period can make a trade with a team at or above fifth place in the standings. The final trade deadline is August 31.&lt;br /&gt;&lt;br /&gt;8.3. No cooperative player exchange may take place from September 1 until the last day of the regular season, including collusion regarding the waiver wire.&lt;br /&gt;&lt;br /&gt;8.4. There are no limits to the number of trades a team may make during the season.&lt;br /&gt;&lt;br /&gt;8.5. Auction money and FAAB may not be traded at any time.&lt;br /&gt;&lt;br /&gt;8.6 The Executive Committee will be empowered to oversee and overturn any trade deemed indicative of collusion.  The Executive Committee members will only block trades that result in them reaching the conclusion that collusion is occurring. Objections from any one of the Executive Committee will initiate a vote within the EC, with a 24-hour time-limit on response. If members of the EC are involved in a trade in question, they must abstain from voting. Trades will go into effect the day after they are accepted and the Commissioner receives notice.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;IX. WAIVERS&lt;br /&gt;&lt;br /&gt;9.1. Any player may be released at any time by his rotisserie team.&lt;br /&gt;&lt;br /&gt;9.2. When a player is released, he is placed on waivers for one day. The highest FAAB bid after that period will earn the right to the player. In the case of ties, the waiver priority order will be used. Waiver order is managed by CBS.&lt;br /&gt;&lt;br /&gt;9.3. The team who waived the player cannot claim the player off waivers. That team must wait until the player clears waivers and becomes a free agent before reacquiring the player.&lt;br /&gt;&lt;br /&gt;X. FREE-AGENT ELIGIBILITY&lt;br /&gt;&lt;br /&gt;10.1. Any player who is available to acquire within the free agent list on the CBS site may be acquired as a free agent.  The highest FAAB bid will earn the right to the player.&lt;br /&gt;&lt;br /&gt;10.2. No free agents may be acquired between the last day of the previous season and the day after the auction draft of the current season.&lt;br /&gt;&lt;br /&gt;10.3. Free agents may be picked up from the day after the draft Opening until midnight on the second to last day of the season.&lt;br /&gt;&lt;br /&gt;10.4. Each team is limited to a FAAB of $100.&lt;br /&gt;&lt;br /&gt;10.5  Bids for free agents will be accepted on a continual basis; however FAAB runs (the initialization of the bidding process to determine which team rosters which free agent players) will take place only on Mondays, Thursdays and Saturdays, at 3AM ET.  Players are advised to finalize their FAAB bids before bed on Sunday, Wednesday and Friday nights.&lt;br /&gt;&lt;br /&gt;XI. GOVERNANCE&lt;br /&gt;&lt;br /&gt;11.1. The decision of the Commissioner supersedes the rules herein and is final in any disputes. He also has the power to change a rule with an unforeseen loophole post de facto (After the fact) for the benefit of the league. The overall good of the league as a whole will be greater then the benefit to any sum of its constituents.&lt;br /&gt;&lt;br /&gt;11.2.  That be known, all owners (known as DCROTO) designate annually an Executive Committee (EC) composed of five team owners in good standing.&lt;br /&gt;&lt;br /&gt;11.3. Rule changes, pronouncements, and acts of whimsy after the inaugural auction are determined by majority vote of the EC.&lt;br /&gt;&lt;br /&gt;11.4. The EC will be established to oversee and overturn any trade deemed indicative of collusion (not merely poor judgment).  Objections from any one of the Executive Committee will initiate a vote within the EC, with a 24-hour time-limit on response.
